On November 22, 2025 at 14:00, the First Low-Altitude Economy & Smart Agriculture Talent Development Conference and the 2025 National Farmers’ Field School · Industry-Education Integration Open Day successfully took place at Hall W1, Changsha International Convention and Exhibition Center. Guided by national agricultural education authorities and co-hosted by the Changsha Municipal Government and Hunan Low-Altitude Economy Association, the event was organized by the Agricultural Education Audio-Visual Press and Hunan JingFei Intelligent Technology Co., Ltd.


The conference gathered over 1,000 participants, including academicians, university leaders, industry experts, Farmers’ Field School representatives across the country, and leading enterprises in agriculture and the low-altitude field. Together, they explored new talent development pathways under the integration of low-altitude economy and smart agriculture, contributing to agricultural modernization and rural revitalization.

 

Government-led, Collaborative Advancement

At the opening of the conference, entrusted by Yu Hui, Deputy Secretary-General of the Changsha Municipal People’s Government, Dai Jianwen—Secretary of the Party Leadership Group and Director of the Changsha Municipal Agriculture and Rural Affairs Bureau—presided over the ceremony. On behalf of the Changsha Municipal People’s Government, he extended a warm welcome to all distinguished guests from afar and expressed sincere gratitude to all partner organizations for their support.


He emphasized that the low-altitude economy, as a strategic emerging industry, is injecting unprecedented vitality into a wide range of sectors. In particular, within the agricultural field, drones and other low-altitude technologies have become a new driving force for smart agriculture and rural revitalization, accelerating modern agricultural development with innovative productivity.

 

Long Yongjian, Executive President of the Hunan Low-Altitude Economy Association and Chairman of Hunan JingFei Intelligent Technology Co., Ltd., delivered a welcome speech on behalf of the organizers. He noted that there is currently a significant shortage of interdisciplinary talent proficient in both low-altitude technologies and digital agriculture applications. He expressed the hope that this conference will serve as a platform for collective wisdom and shared vision, enabling joint discussions on talent development and promoting seamless integration between the education and talent pipelines with the industrial and innovation ecosystems.

Zou Xushu, Level-II Inspector of the Hunan Provincial Department of Agriculture and Rural Affairs, emphasized in his speech that as a major agricultural province, Hunan is striving to build a strong agricultural powerhouse. The integration of low-altitude economy and smart agriculture has opened new pathways for high-quality agricultural development.


He stated that the Provincial Department of Agriculture and Rural Affairs will focus on three key areas: incorporating low-altitude agriculture talent into the priority scope of new-type professional farmer training, establishing collaboration platforms to jointly build practical training bases, and improving service systems to connect the entire chain from cultivation and certification to employment.

 

Li Shibao, Vice President of the Central Agricultural Broadcasting and Television School, stated in his speech that the high-quality development of smart agriculture and the low-altitude economy cannot be achieved without strong talent support. He noted that the Central Agricultural Broadcasting and Television School will make full use of its five-tier education system, and will vigorously advance farmer education and training through approaches such as integrating agriculture with teaching and delivering instruction to rural areas, in order to cultivate more professional talent for rural development.

Academician Tong Qingxi of the Chinese Academy of Sciences, former Director of the Institute of Remote Sensing and Geographic Information Systems at Peking University, stated in his speech that the core of smart agriculture lies in comprehensive perception of agriculture, crops, and farmland—an objective in which low-altitude remote sensing plays a critical role. He called for breaking disciplinary boundaries and cultivating interdisciplinary talent who not only understand agriculture, but also possess knowledge of low-altitude flight and remote sensing technologies.

In-Depth Insights · Driving Transformation

Professor Xie Zhiqiang, Level-II Professor of the Party School of the CPC Central Committee (National Academy of Governance), delivered a keynote speech titled "Unleashing New Low-Altitude Momentum, Painting a New Blueprint for Rural Revitalization." He elaborated on the strategic significance and value of developing the low-altitude economy, pointing out that it is a strategic choice for shaping new competitive advantages, a key component of building a modern industrial system, and an important pathway to improving people’s quality of life.


Zhang Tianzuo, former Chief Animal Husbandry Officer of the Ministry of Agriculture and Rural Affairs and Chairman of the Circulation Association, delivered another keynote report titled "Smart Agriculture Leading High-Quality Development." He noted that looking toward the 15th Five-Year Plan period, traditional agriculture is shifting toward modern agriculture characterized by technology intensity, data-driven decision-making, and sustainability. He emphasized that smart agriculture will restructure the entire chain of agricultural production, operation, management, and services, and that accelerating talent development is essential to promoting the large-scale application of smart agricultural equipment and technologies in real-world production.

During the representative speech session, Jin Hailin, President of the National Shared Farmers’ Field School and representative of Xinyi Plant Protection (Shanghai) Agricultural Technology Co., Ltd., shared the company’s practical experience in drone training and emphasized the importance of hands-on instruction.

 

Professor Shen Yingchun from the Low-Altitude Economy Industry and Technology Research Center of Beihang University proposed deepening industry–education integration and exploring new pathways for cultivating talent in low-altitude economy + agriculture.

Professor Long Yucai from Loudi Vocational and Technical College presented practical cases on how industry–education integration in UAV technology empowers the development of a digital agriculture ecosystem.

Yue Bin, General Manager of Hunan General Aviation Development Co., Ltd., demonstrated how the low-altitude economy is driving innovative development in smart agriculture.

 

Focus on Application · Co-create Development

In the second session of the Hunan Low-Altitude Economy Lecture Series — “Farmers’ Field School · Industry-Education Integration” Roundtable Dialogue — six panelists engaged in in-depth discussions around the core needs of UAV applications in agricultural scenarios. The dialogue explored key issues such as building a low-altitude agricultural talent development system, establishing field-based training bases, improving mechanisms that connect training to employment, and enabling policy–capital synergy for industry growth.

The roundtable was moderated by Jiao Hong, Secretary-General of Farmers’ Daily and Vice President of the China Association for the Promotion of International Agricultural Cooperation. Panel guests included:

At the end of the conference, Chen Guohua, Secretary-General of the Aircraft Owners and Pilots Association of China, announced the National Initiative on Talent Development for Low-Altitude Economy and Smart Agriculture.
